Hire in Portugal with an Employer of Record

Portugal requires employers to notify Social Security of a new hire within the 24 hours before the employment contract takes effect — ahead of the first day at work, not after it. Share the role, the work location and your intended start date, and PIO confirms the available arrangement for that hire, then coordinates the local contract, payroll and Social Security registration around it.

What to plan for

Practical points to line up before you hire in Portugal.

Payroll & tax withholding

Portugal issues official income-tax withholding tables — most recently under Despacho n.º 233-A/2026 — that set how much tax comes out of each paycheck, and payroll needs to run against whichever version is currently in force.

Notice & termination

Ending employment in Portugal follows specific grounds, notice periods and documentation set by Portuguese rules, and the process differs depending on the reason for termination — plan the exit before it starts.

Frequently asked questions

How soon does Portugal require Social Security notification for a new hire?

Employers must notify Segurança Social in the 24 hours before an employment contract takes effect, not once the employee has already started work. Build that notification into your hiring timeline rather than treating it as paperwork to finish after day one.

Can I use PIO to start an EOR hire in Portugal?

Yes. Portugal is available in PIO's Employer of Record onboarding. Sign up or book a demo, share the role and target start date, and we'll confirm the specific arrangement for that hire — including how the Social Security notification, contract and payroll are handled — early enough to meet Portugal's registration timeline.

Do the same payroll withholding tables apply everywhere in Portugal?

Not automatically. The tables under Despacho n.º 233-A/2026 are set for employees resident in continental Portugal; if a hire is based in the Azores or Madeira, payroll should confirm the correct version applies before running the first payslip.

What are the recognized grounds for ending an employment contract in Portugal?

Portuguese rules recognize several distinct routes to ending a contract — mutual agreement, resignation, dismissal for cause, collective dismissal or redundancy, and unsuitability for the role among them — and each carries its own notice period and paperwork. Confirm which route applies before you plan an exit.

Do we need to report an employment termination to Social Security?

Yes. Employers must report contract terminations, suspensions or changes to Segurança Social by the 10th day of the month after they happen. Add that step to your offboarding checklist so it isn't missed once the hire has ended.
